Recent weeks have involved violence and injustice on a scale that none of us should accept as normal. We have seen rockets, airstrikes, the desecration of holy places, evictions, inter-communal violence and an explosion of fear and hatred. Yet, we have also seen a community of Palestinians and Israelis standing together in opposition to these events, determined to build a reality based on peace, security, justice, and equality in its place.

Peacebuilding groups led by Israelis and Palestinians need our help to combat racism and division, and create a foundation for equitable peace. Right now, there is an incredible opportunity to do just that, and at a scale that we’ve never seen before. Over the past 12 years, ALLMEP has led a global campaign to create an International Fund for Israeli-Palestinian Peace. The idea comes from Northern Ireland, where the U.S. led among allies in investing $2.4 billion in grassroots partnerships through an International Fund for Ireland. As a result of ALLMEP’s campaign, the U.S. Congress recently made a bold commitment when it passed the Nita M. Lowey Middle East Partnership for Peace Act, which commits $250 million over the next five years to the region’s peacebuilders. However, as the events of this past month show us: the world must do more.

Dear Secretary Blinken:

I am writing to urge you to take advantage of the upcoming G7 summit on June 11th to advance the multilateral components of the Nita M. Lowey Middle East Partnership for Peace Act. And to call on other nations to join the U.S. in a generational project to transform the lived experiences and attitudes of Israelis and Palestinians.

In the last month, we have seen unprecedented violence in Israel and Palestine, and loss of life on a scale that none of us should accept as normal. In mixed Jewish-Palestinian cities in Israel, we are seeing communities coming apart at the seams as fear and dehumanization run rampant.
The Administration has the opportunity to create a new strategy, and take a long-term approach to tackle the underlying realities and attitudes that will determine what sort of future Palestinians and Israelis will build together.
Last year, following twelve years of ALLMEP advocacy for an International Fund for Israeli-Palestinian Peace, Congress delivered game-changing funding that, if fully leveraged, has the potential to radically change these dynamics. The Nita M. Lowey Middle East Partnership for Peace Act committed the U.S. to spending $250 million on building real partnerships between people on the ground. With your leadership: it can galvanize our allies to join this project. The U.K. has officially endorsed the concept of an International Fund, Canada has just announced its largest-ever investment in peacebuilding programs, and a swathe of U.S. allies are ready to discuss joining this effort too-- if the U.S. leads.

There is an opportunity to do for the Middle East what the International Fund for Ireland (IFI) did in Ireland, where the U.S. and its partners created an institution that helped to deliver sustainable peace. President Biden was an early supporter of the IFI and has seen its power. His Administration now has the opportunity to bring those same insights to the Middle East, building a legacy-defining approach to this issue that can re-order the political variables and transform the lives of millions of Israelis and Palestinians.
With the G7 approaching, there is a ready-made forum to explore the possibilities. Everyone’s short-term attention and goodwill are focused on a problem that requires long-term solutions. This effort requires urgent action. Should we miss this opportunity, we know from experience that it is only a matter of time until the next round of deadly violence erupts. Let’s use this moment to instead disrupt that dynamic, and catalyze a strategy that sets Israelis and Palestinians on a different course and builds the civic foundations that we know are necessary for any lasting peace.
